WCSO Arrests Donald Culler for Sexual Offender Registration Violation

Detectives of the Criminal Investigations Division (CID) at the Wakulla County Sheriff’s Office (SO) have arrested Donald Edward Culler, 43 years of age, for violating registration requirements as a Sexual Offender.

The Wakulla County SO registers Sexual Offenders and Sexual Predators and those duties are performed by Detectives and a Criminal Analyst of the CID.  Pursuant to Florida Statute (F.S.) 943.0435(14)(a), Sexual Offenders are required to register twice per year (the month of their birth and six months thereafter) and at any time registration information changes such as their name, address, registered vehicles, vessels, or online activity.  Pursuant to F.S. 775.21(8)(a), Sexual Predators are required to register quarterly (during the month of their birth and every third month thereafter), and at any time registration information changes.  Pursuant to F.S. 943.0435 (6) and F.S. 775.21(8), the Sheriff’s Office is required to conduct address verifications of registered Sexual Offenders and Sexual Predators.  A Deputy Sheriff of the Civil/Warrants Division and Detectives of the CID conduct those address verifications.  Pursuant to F.S. 775.21(7)(a), the Sheriff’s Office is required to make notification to the community and the public of the presence of Sexual Predators.  Detectives of the CID also enforce the laws against Sexual Offenders and Sexual Predators who fail to properly register, who do not live at their registered address, or who violate other registration requirements. 

On July 2, 2020, the CID determined that Donald Edward Culler, a registered Sexual Offender, was not residing at his registered address of 73 Brown Boulevard, Crawfordville, Florida; rather, he had been residing in Tallahassee for at least 6-8 weeks, and had failed to register/update his new address.  On July 8, 2020, Detectives arrested Donald Edward Culler for Failure to Report a Change of Address. [NOTE:  Donald Culler was previously convicted of violating the Sexual Offender registration laws on May 2, 2017, and again on June 13, 2017.]

Wakulla County citizens are invited to visit the Wakulla County SO website at www.wcso.org and to click on the “Sex Offender Database Search” icon to be informed of Sexual Offenders/Predators who live in close proximity to them.  Citizens may click on the icon for “Register for Email Alerts,” confidentially provide an email address, and thereafter receive email notifications from CID Detectives each time Sexual Offenders/Predators register an address change.  Citizens may also search for Sexual Offenders/Sexual Predators by clicking on the icon for “Search for offenders in your area.”  The information is available 24 hours a day, seven days a week, and is updated in real time by Detectives of the CID as Sexual Offender/Sexual Predator information changes and is reported.
